    UTStarcom Emergency Response Communications Vehicle

UTStarcom will also demonstrate its new Emergency Response Communications
Vehicle -- a compact emergency mobile communications center. The UTStarcom
ERCV is part of an emergency communications network based on its MovingMedia
2000 all-IP CDMA wireless core infrastructure technology, which is designed to
provide all the essential connectivity components. The vehicle consists of a
HUMMER H2 with UTStarcom's deployable CDMA network mounted inside and a
satellite dish on the roof. The network is capable of providing Voice, Packet
Data, Circuit Data, and Push-to-Talk capabilities.

UTStarcom's ERCV can be easily moved to the sites of natural disasters
that have damaged or destroyed existing communications networks. The company
believes the time needed to deploy an all-IP CDMA architecture is minimal when
compared to traditional wireline or wireless networks, and can provide highly
reliable emergency communications capabilities. The UTStarcom all-IP CDMA
technology was field-proven by emergency response officials in the aftermath
of Hurricane Katrina, when almost all other means of communication for
residents, emergency rescue workers, and federal officers was unavailable.
